Housing Choice Voucher (HCV) Program
Frequently Asked Questions

  • Who is Eligible?
An applicant must be a “family”, be income eligible, and be a citizen or legal immigrant. A “family” consists of an eligible head of household, head of household with a group of persons who regularly live together and are related by blood, marriage, adoption, or guardianship.
  • How do I Apply?
A pre-application can be obtained at the KHRA office or by applying on our website (Click Here). Pre-applications are taken Monday thru Friday from 8:00 a.m. to 4:00 p.m. You may also mail in your pre-application along with a copy of the photo ID for anyone 18 and older, and a copy of the Social Security card for the head of the household.
  • When will I be contacted?
All pre-applications are placed on a waiting list by date and time of application. When funding is available pre-applicants will be mailed a full application and letter giving a date and time to come in for an interview. The full application is then processed by running background checks and verifying that you do not owe another housing authority money and that you have not been evicted.
  • What happens once I Qualify?
After you are determined to be eligible, you are sent a letter to come to a mandatory briefing where you will be issued a Voucher. Voucher size is determined by the number of household family members. Once you have been issued the Voucher you will have 60 days to find a suitable unit, have it pass inspection, and sign a lease and contract. When the lease and contract have been signed your assistance will start immediately.
  • Where do I find landlords willing to accept an HCV Voucher?
We currently have approximately 600 landlords participating in the HCV program. The landlords place their unit information with us and we offer it in a listing report to all issued voucher holders. We cover six counties; Sullivan, Hawkins, Washington, Unicoi, Greene, and Johnson. If a unit is affordable based on rent, payment standard, household income, and it meets Housing Quality Standards we will determine whether the voucher can be used for that unit. Landlords can also be found at this website:
