Homeownership

Since 2003, Kingsport Housing & Redevelopment Authority has offered a Public Housing and Housing Choice Voucher Homeownership Program and more recently, the Affordable Housing Homeownership Program. To date, KHRA has assisted over 60 families obtain homeownership through these programs.

The Public Housing and HCV Homeownership Programs provide credit counseling, homebuyer education, and offer potential access to financial incentives, such as down payment and closing cost assistance, FSS escrow, HCV housing assistance payments, and low interest loans.

Initially the Affordable Housing Homeownership Program through HOPE VI, a program funded through the Department of Housing & Urban Development and other partners, brought 24 new, single-family detached houses to the Sherwood/Hiwassee area in Kingsport.

Through the KHRA Affordable Housing Homeownership Program, low and moderate-income families may qualify to purchase one of the 9 Phase II homes now being constructed in this area. This Affordable Housing Homeownership Program offers homebuyer education and potential access to financial incentives, such as down payment and closing cost assistance, as well as, low interest loans.


To access the Public Housing or Housing Choice Voucher Homeownership Programs eligible participants must:

  • Participated in one of KHRA’s housing programs for a minimum of one year and be in good standing with current housing program.
  • If applicable, participant must be currently enrolled in or successfully graduated from the Family Self Sufficiency Program.
  • If employed, participant’s annual income must be equal to or greater than the federal minimum hourly wage multiplied by 2,000 hours. ($14,500)
  • Participant must have one year of continuous full time (average of 30 hours per week) employment.
  • If disabled, the qualified annual income of the adult family members who will own the home must not be less than the monthly Federal Supplemental Security Income (SSI) benefit for an individual living alone ($674) multiplied by 12. ($8,088)
  • Participant must provide a $500 down-payment of toward the purchase of the home.
  • Must attend required Homebuyer Training Course.
  • Must be a first time homebuyer.

To access the Affordable Housing Homeownership Program eligible participants must:

  • Must be a first-time homebuyer.
  • Must not exceed income guidelines. Limits vary by family size. See Income Chart for guidelines.
  • If employed, your annual income must be equal to or greater than the federal minimum hourly wage multiplied by 2,000 hours. ($14,500)
  • Welfare assistance may not be counted in determining if a family is income-eligible.
  • You must have one year of continuous full time (average of 30 hours per week) employment.
  • If disabled, the qualified annual income of the adult family members who will own the home must not be less than the monthly Federal Supplemental Security Income (SSI) benefit for an individual living alone ($674) multiplied by 12. ($8,088)
  • Must attend required Homebuyer Training Course.
  • Must have at a $500 down-payment toward the purchase of the home.
